Project description

Publicly procured projects with a value of 10 million euros or more (60 million for residential) already require a LifecycleGWP calculation as stated in the Public Sector Climate Action Roadmap. From January 2028 this will extend to all buildings over 1,000m2, both public and private, and from January 2030, all buildings. This is in line with the requirements of the recast EPBD, adopted in April 2024.

The SEAI is developing the methodology, data and tools for these calculations, and IMPLEMENT’s main aims are to research what else is going on in the EU, review the SEAI tools, use them to carry out baseline studies to give a picture of ‘average’ buildings today and prepare IGBC members for the coming requirements in terms of sharing knowledge to make the process as smooth and beneficial as possible.

Goal

  • Understand what is going on around the EU in response to the EPBD update
  • Develop baseline figures based on the SEAI calculation methodology
  • Advise members on the requirements and how best to integrate them into existing workflows
  • Provide tools and education to help carry out LifecycleGWP assessments in line with the requirements.

Timeline

18 months (January 2025 – June 2026 – extended to January 2027)
