Helping our members understand Life cycle GWP calculations ahead of the EPBD update.
Project description
Publicly procured projects with a value of 10 million euros or more (60 million for residential) already require a LifecycleGWP calculation as stated in the Public Sector Climate Action Roadmap. From January 2028 this will extend to all buildings over 1,000m2, both public and private, and from January 2030, all buildings. This is in line with the requirements of the recast EPBD, adopted in April 2024.
The SEAI is developing the methodology, data and tools for these calculations, and IMPLEMENT’s main aims are to research what else is going on in the EU, review the SEAI tools, use them to carry out baseline studies to give a picture of ‘average’ buildings today and prepare IGBC members for the coming requirements in terms of sharing knowledge to make the process as smooth and beneficial as possible.
Goal
- Understand what is going on around the EU in response to the EPBD update
- Develop baseline figures based on the SEAI calculation methodology
- Advise members on the requirements and how best to integrate them into existing workflows
- Provide tools and education to help carry out LifecycleGWP assessments in line with the requirements.

Joselyn López Pelayo
Joselyn joined IGBC in 2024 contributing to several projects. An architect with an MSc in Architecture, Urbanism and Climate Action from UCD, she previously worked as a researcher and project manager at UCD on projects including PROBONO, HeritACT and RE-CUGI. Her expertise spans adaptive reuse of existing buildings, stakeholder engagement and life cycle assessment of new constructions and site works. -
Sinéad Hughes
Sinéad is an RIAI Registered Architect and Grade III Conservation Architect with over 26 years of industry experience. She sits on the RIAI Council, chairs the RIAI EDI Taskforce, and represents Ireland on the Architects Council of Europe Women in Architecture Taskforce. At IGBC, Sinéad has contributed to key projects including Commercial Retrofit, Building Renovation Passports, Building a Circular Ireland, and the National Upskilling Roadmap 2030.
