Ireland, along with all EU Member States, is required to implement the new 2024 Energy Performance of Buildings Directive (EPBD) in the coming years.  One of the key components of this directive is the Renovation Passport (RP), which must be rolled out as part of national compliance efforts.  To facilitate this, a comprehensive set of processes are needed, including the development of an Irish methodology, training of the appropriate built environment professionals, addressing the digital storage requirements of the EPBD regarding the RP and enabling financial mechanisms to support implementation.

The National Long-Term Renovation Strategy has set a target to upgrade one-third of Ireland’s commercial building stock up to a BER rating of B by 2030. Case studies of successfully implemented Building Renovation Passports for commercial properties have shown that property owners are more likely to carry out retrofit measures. Furthermore, a BRP reduces the risk associated with energy retrofit investments and can ensure that staged deep retrofits can be executed more seamlessly, even in cases of property ownership changes, minimizing confusion and challenges.

How do we implement the Renovation Passport for commercial buildings in Ireland? How can BRP process become a successful mechanism for the built environment achieve Net Zero targets, given the urgency of the timeline?  IGBC and project partner IES are developing a prototype of the commercial BRP pipeline to enable a smooth roll-out across Ireland’s built environment by refining the methodology, providing training and capacity building and recommending a digital storage framework and support mechanisms. Goal

The project is to pilot c.10-15 renovation passports in order to

1. Develop an Irish methodology,

2. Train  built environment professionals,

3. Address digital storage requirements of the EPBD regarding the RP and 4. Enabling financial mechanisms for RP delivery.

Timeline

21months (June 2024 – February 2026)
